Barry Jennings, Associate, Bird & Bird
Barry Jennings trained at Bird & Bird and qualified into the commercial department in September 2004. He advises public and private sector clients on a full range of commercial legal issues, including outsourcing and off-shoring, contract management, drafting and negotiation of contractual documents, intellectual property, software and data licensing, procurement regulations, data protection and compliance with consumer protection legislation. He specialises in ICT matters, major public sector projects and cloud computing.
Since May 2010, Barry has been the industry co-lead for the commercial strategy workstream of the Cabinet Office and Office of Government Commerce (OGC) Data Centre Strategy, G Cloud & Applications Store Programme. This programme is looking at how the UK public sector can realise substantial benefits - in savings, carbon usage reductions and in improved public services - from the consolidation of data centres, collaboration in procurement and service management, and the development and use of cloud-based ICT services for the public sector.
Barry has worked on full-time secondment as Contract Manager for VOSA on its MOT Computerisation PFI Agreement with Siemens IT Solutions & Services – an IT and business process outsourcing. Barry continues to advise VOSA on a wide range of legal and commercial issues in relation to the MOT Programme, its IS2003 ICT framework strategic partnership contract with Atos Origin, its long term ICT Strategy and data and intellectual property licensing structures for exploitation of its MOT database.
Barry chairs Bird & Bird’s Technology Knowledge Group and is a member of the Society for Computers & Law, as well as a number of Intellect Working Groups. He has written articles and presented on a number of topics including Cloud Computing/Software as a Service, Defence Procurement & Offsets, PFI/PPP, IT Virtualisation and Intelligent Transport Systems.
